A retired police hero is killed. He has been very involved in the debates over where a national preparedness centre should be based, and the level of threat against several policemen is heightened. What is the connection, and are more people under threat? One of the murder victims is Kits close friend and mentor, and in the course of the investigation we realise how close Kit is to Victoria and the role he has played in her life.
